Railway Reform 2 sets the road for the future of train path allocation.

In 2009, the Federal Department of the Environment, Transport, Energy and Communications (DETEC) issued the consultative document for the second stage of Railway Reform 2. The proposals for train path allocation in the document build on the trasse.ch model. They include a definition of the responsibilities and a change of status to a federal body under public law.

The proposal was received positively by a large majority in the consultative process. However whilst some saw this simply as an interim stage on the way to complete separation of infrastructure and traffic, others wanted a independent train path allocation body precisely to avoid this separation.

Since the EU is currently revising the relevant directives and regulations, the Federal Council decided in June 2010 to examine the various models for structuring discrimination-free access to the network anew. The DETEC has convened a group of experts for this task. In the course of its work the group will consult trasse.ch.
